Arsenal can still sign free agents despite transfer window closure under rule U7

A Premier League regulation is providing Arsenal with a potential pathway to strengthen their roster despite the transfer window being closed.

The north London club currently has spaces available in their registered squad, which could allow for additions through free agency.

Arsenal submitted 22 senior players to the league, falling three selections short of the permitted maximum.

This shortfall creates an opportunity for the club to make signings before the next market period becomes active, subject to official approval from the league’s governing body.

The relevant regulation establishes that clubs may register a maximum of 17 players who do not meet homegrown criteria.

An individual qualifies as homegrown by spending a minimum of three seasons at an English or Welsh club prior to turning 21.

The club currently has 14 non-homegrown players within their ranks.

The remaining eight selections all satisfy homegrown requirements, creating space for the club to pursue either category of player if management decides to pursue free agent options.

Clubs are required to file proposed player contracts with the league when processing new registrations.

However, the governing body retains discretionary authority to reject any such application and may attach specific conditions to an approval.

This provision could prove valuable should an unexpected injury situation arise before the winter market opens.

A number of experienced players currently operate without club affiliations, offering potential short-term solutions.

Arsenal’s management also benefits from an extensive collection of youthful players who operate under different registration parameters.

Individuals born after the start of 2005 occupy a separate list and do not consume spots in the primary 22-man group.

These young competitors maintain full eligibility for league fixtures without requiring formal registration.

An unlimited number of under-21 players may participate beyond standard squad limitations, offering the manager substantial flexibility when assembling matchday selections.
